¡ÈActual Cultural Relations and Cultural Politics between Japan and Germany¡É

¡¡The Goethe-Institut is the official mediator-institution of the Federal Republic of Germany in the field of Foreign Cultural Policy operational worldwide with actually 130 institutes in 81 countries and 13 institutes in Germany. We promote the study of German language abroad and in Germany and encourage cultural cooperation and exchange. We also foster the actual knowledge about Germany by providing information on it¡Çs culture, society and politics through our libraries, information centres and reading rooms. With our wide network of Goethe-Instituts, Goethe-Centres, bilateral cultural societies, reading rooms and exam and language centres we have played a central role in the cultural and educational politics of Germany for over 50 years. In Japan we have three institutes. The oldest and largest one is the institute in Tokyo, founded in 1962, followed by Kyoto in 1963 and Osaka in 1964.

The basis of German Foreign Politics is defined mainly by three pillars: Politics, Economy and Culture. We think that Cultural Policy opens ways to communication and to peaceful dialogue among cultures, political systems, different ideologies and religions and social values. Through this it might even provide contributions to processes of rapprochement, detention and better mutual understanding.

¡¡The historically grown, solid Japanese-German political, economical and cultural relations offer best and most fertile grounds, as we can hardly find them somewhere else in the world. More than 150 years ago Germany became one of the earliest steady and friendly partners of Japan. On the occasion of the recent state visits of former Prime Minister Abe to Germany and of Chancellor Merkel to Japan the main overall mutual statement was: ¡ÈOur relations couldn¡Çt be better as they actually are.¡É

¡¡In today¡Çs Japan we are living and working in a solid, peace and freedom minded democracy and an open and wealthy society with an outstandingly rich cultural history. For the cultural development in East Asia we see Japan as the permanent and most important producer of impulses. The political, economical and cultural infrastructure is on highest level of development and quality which is difficult to match by other Asian countries or elsewhere.
As highly industrialized nations, Japan and Germany share many similar or even problems of modern society thus providing a wide range for mutual dialogue reaching far beyond the very close cultural relations.

¡¡Within the language sector English of course is the number one foreign language in education in Japan as elsewhere in the world. The German language, for a long time the foreign language number two in Japan after English, meanwhile finds a decreasing interest among young people due to a clear orientation towards Chinese and Korean language which meanwhile gained rank two and three after English and ahead of German. Therefore one of our activities is a nationwide marketing to waken and to increase the interest for learning the German language, especially among young people.

¡¡The image of Germany among the young people in Japan is clearly determined by the image of Germany which their fathers and grandfathers have conveyed to them. In other words, the image of Germany consists mainly of very traditional stereotypes like Goethe, Heidelberg, Neuschwanstein, Loreley, Wurst, beer, Kartoffeln, Sauerkraut, Johann Sebastian Bach etc.. All in all exclusively positive stereotypes but very traditional and not really attractive magnets to draw the attention of young people towards a modern, exciting, innovative, high tech and attractive Germany with an international and multicultural society and excellent possibilities for education and best chances for a professional life on highest level.

¡¡To attract the interest for Germany among young people in Japan we are intensifying our efforts by increasing the number of cultural events which range in the segment of ¡ÈYouth Culture¡É. Especially the cultural programme of the ¡ÈGermany in Japan Year 2005/2006¡É (which was a response to the ¡ÈJapan in Germany Year 200/2001¡É) had a clearly designed profile for the interests of young people in Japan and was received very successfully.

¡¡The European Union is the economical partner number 1 of Japan, ahead of the United States and China. However the profile and understanding of the European Union as an entity is not yet very clearly shaped in Asia. However we - and that means my generation, the post war generation - consider ourselves to be European citizens of German nationality. Therefore it is only natural from our point of view that the national cultural institutes of European countries are intensifying their efforts to cooperate visibly for the Japanese public within a European context of mutual interest.
